I want to implement this function: given a Bitcoin address, what should I do to view all transaction records of this address?

Sorry I thought you were referring to your own address. For others I always search the Bitcoin explorer. I use https://mempool.space/ . However if you are searching for the address you posted above starting with tb1, that is a testnet address and not on the mainnet.
