I'm not a mining expert, but from what I know: Grid stability matters: if the power goes out, your miners go offline and you earn nothing during that time. Locations with uninterrupted power are worth more than raw electricity price suggests. Cooling is probably the second biggest cost after electricity. Cold climates help because you can use outside air instead of running air conditioning 24/7. Internet connection needs to be stable and reasonably fast. Mining pools need a constant connection, and a flaky connection means some of your work gets wasted. Noise: miners are loud, so you need to be in an industrial area or somewhere far enough from people that it doesn't become a problem. So cheap electricity is great, but you need to consider all these other factors to determine if the operation is sustainable long-term.
