With Solana’s 2026 rent reduction, existing OpenBook V1 market accounts may now hold SOL significantly above the new rent-exempt minimum. OpenBook V1’s program still appears to have an upgrade authority controlled through Realms governance. Is it technically possible to add an instruction that lets market creators reclaim only the excess SOL above the current rent-exempt minimum, without closing the market? If so, what would be the correct governance/technical path to implement this?

It's certainly possible to implement this from a technical perspective. The withdraw_excess_lamports instruction in p-token / token-2022 can serve as model for implementing this: https://github.com/solana-program/token/blob/main/pinocchio/program/src/processor/withdraw_excess_lamports.rs As for the procedure for including this change, I'm not sure how the OpenBook DAO / multisig works, so I hope they'll accept your change if you propose it on GitHub!
